How to Fix Hangouts Camera Not Working on iPad
Check Camera Access Permissions
Open the Settings app on your iPad.
Scroll down and tap on "Hangouts" from the list of apps.
Make sure the "Camera" toggle is enabled.
Update the Hangouts App
Open the App Store on your iPad.
Tap on the "Updates" tab at the bottom of the screen.

Restart the Hangouts App
