How to Fix Hangouts Camera Not Working on Windows
Check Hangouts Permissions
Open Hangouts and click on the three dots in the top right corner.
Select Settings > Video.
Under "Camera," make sure your camera is selected.
Update Your Camera Driver
Right-click the Start button and select Device Manager.
Expand the "Cameras" section.
Right-click your camera and select "Update driver."
Select "Search automatically for updated driver software" and follow the on-screen instructions.
Check Your Firewall
Open the Windows Control Panel.
Select "System and Security" > "Windows Firewall."
Click on "Advanced settings."
In the "Inbound Rules" section, look for "Hangouts Camera Access." If it's not there, click on "New Rule..." and create a new rule to allow Hangouts to access your camera.
Uninstall Hangouts from your computer.
